Originally a rather benign bureaucratic sub-department of the Cataclysm Division, this became the Legions of Doom for the villain WolfDead during the events of A Normal Day in MegaTokyo.
The original purpose of the Board of Werewolves simply involved the registration and licensing of lycanthropic and anthropomorphic creatures of MegaTokyo. However, when WolfDead came to power, the simple organization bolstered in rank considerably and forcibly drafted the creatures of MegaTokyo into WolfDeads Army.
Through the events of A Normal Day in MegaTokyo, WolfDead was defeated, thanks in no small part to the help of the were-bandicoot Benedict D. Coot. This minor official was by no means Evil, but WAS sneaky, opportunistic, traitorous, and had a very unhealthy love of bureaucracy.
WolfDead's defeat has returned the Board of Werewolves to its original benign duties. However, with Benedict D. Coot in charge, who knows where it may go in the future?
