Origins
Onsen water was first seen in Mt:tC during the various (obviously NON-CANON) tC chats, where it was used as a gag joke. It made occasional appearances in the forums, but more recently during the Broken Arms non-canon rampage thread, in which the evil Puchuu forces of John Markinson used the substance in squirt guns.
The idea itself comes from the cursed hot-springs of Jusenkyo in Ranma 1/2 which turned people into whatever creature had drowned in the cursed springs. However, it seems that unlike Ranma 1/2, mere cold water will not undo the effects.

Appearance
Onsen water looks like water and has most of the same physical properties.
Effects
On physical contact, onsen water converts males into females temporarily. Duration varies from 2 to 12 hours, after which the victim reverts to normal.
The Magical Girl Snow legend seems to have come from Snow's encounters with onsen water. In Broken Arms, it also turned females into ugly male crossplayers. For Charles Fox, it had the unfortunate effect of turning him temporarily into a mermaid.
Effects go straight down to the genetic level, but the change is physical in nature, leaving the personality and memories untouched. Generally the female form is fairly attractive, though it's possible that that's just a side effect of the number of Bishounen or otherwise attractive persons in MegaTokyo, combined with sample bias. Likewise the physical age appears to be in the range of 15-25 years old, but again samples have not been taken on extremely young or old people.
Onsen water is useful for practical jokes and disguises.

Onsen water can be purchased at Erika Multinational, where its effects are being researched by Himoto Kitsuko.
As a Major Plot Device
Sareth spent three days in female form after his first onsening. In the end, it required the research efforts of Himoto Kitsuko to get him back to normal. This has been explained by the possession of magical GIRL genes in his genetic code. (See Saeko.)
