An organization that has supposedly been in existence for over half a century, but has had a completely non-existent presence in the city of Megatokyo until recently.

The history of this faction places it's founding (as the Jovian Corps) during the latter half of 1947. They took up the name of the Unity Enforcement Authority in November 1963, but kept a fairly low profile for most of the 20th century, staying as a somewhat-independent branch of the United States government. Within the last few decades, however, it has made a name for itself as an anti-terrorist organization that focuses on using 'Special Forces', such as Rangers, SEALs, Green Berets, Force Recon, Delta Force, etc...

They only accept the best of the best of the best.

However, even within their ranks there are elites beyond the other elites, who are privileged to serve as Knights of Unity and Avatars of Unity, or even, if they have the required talent, a member of the mysterious Psi-Corps.

The Knights and Avatars are so privileged because they make use of the latest UEA hardware. These include thruster-equipped powered armor for the Knights and bipedal armors (or mecha) for the Avatars, as well as a variety of energy-based weapon systems. The true origins of this equipment is not made public knowledge, and is connected to the events of 1947.

There is also the 'Aero-Nautico' Airship Fleet, which makes use of more conventional turbine systems for propulsion and lift, but also equips high-powered energy-based weapon systems, and advanced power systems to support them. The fleet is rarely used as anything more than glorified troop transports, however. If any threat ever gave the UEA a reason to make full use of their fleet, however, they would very quickly learn the error of their ways.

The UEA is currently very strong, but lacks any significant influence in Megatokyo, or even any part of Japan, except through other, currently-established anti-Clan forces that inhabit the city and it's host island-nation. Without explicit permission from the Japanese government, the UEA cannot make any overt moves within their borders. However, luckily for the organization, they have access to very advanced stealth technology, as well as contact with nearly every anti-Clan force in the city...

For now, the UEA is biding their time...

Note for Authors: The UEA is free to be involved in just about any plot. More than likely, they can serve as an anonymous source of well-trained forces and hyper-advanced equipment. However, the original author of this 'villain faction', Aleksander_Storm, plans to have them removed as a terrestrial organization at some point, so keep that in mind. After such time, they could still be involved in anti-Clan activities, but they'd be sorely restricted, and likely reliant on gate travel or orbital drops (which could be troublesome, considering other established orbital systems).

UEA Council

The Council is more a group of advisors, which is led by the real power behind the UEA...

Lord Elzarrado, Grand Master of the UEA. All other members of the Council will always defer to his judgement. Supposedly, he has been in power since the organization's founding, but that would mean he is at the very least 75 years old, and he looks not a day over 25. He was said to have been chosen personally, by representatives of the Reticulan Collective recovered from the Roswell crash site, to serve as the UEA's leader.

He is also said to possess incredible powers, but no one knows just how powerful they are, or even what kind of powers they are supposed to be. He has yet to be seen fighting anyone personally, and rarely leaves the 'Dreamland' base buried deep beneath the Groom Lake region of Nevada, USA, which serves as the UEA's Headquarters.

His real name, before being chosen as leader, is also a mystery...

As an individual, he is brilliant, and his success is quite evident in how well accepted the UEA is around the world for their apparent efforts towards world peace. However, he suffers from having a fairly quirky/eccentric behaviour, which mirrors that of an anime character with a similar name...

UEA 'Conventional' Forces (Multiple Divisions)

With the very nature of the UEA, 'Conventional' means something completely different when referring to their Forces. In fact, their 'Conventional' forces are composed of super-elite black operations forces.

The 'Conventional' Divisions include Alpha, Beta, Gamma, Delta, Epsilon, Zeta, Eta, Theta, Iota, Kappa, Lambda, Mu, Nu, Xi, Omicron, Pi, and Rho. However, Lambda on down serve an unorthodox purpose within the organization, and their existence is not public knowledge. They are used specifically to cause disruptions in areas, which are then cleaned up by Alpha through Kappa. It is part of an elaborate plan to remind the masses that the UEA is always vigilant while there is no true threat.

These 'unorthodox' divisions are called the 'Faux Chaos' divisions, while the rest are known as 'Unity Preservation' divisions.

There was originally an 18th division, named Sigma, but that division rebelled against the UEA in 1965, following the lead of its division commander Major Adrian Russel. There are no official records of the original Sigma Division any more.

Alexander Mackay served as a Lieutenant in one of the 'Unity Preservation' divisions before going AWOL.

Aero-Nautico Airship Fleet (Tau Division)

The 'Naval' and 'Airforce' of the UEA all wrapped up into one. The Aero-Nautico is composed of Airships involving similar principles to Orca aircraft from Command & Conquer, which means they use turbines of proportional size to keep the craft airborne. Think of the 'Airborne Carriers' from Sky Captain and the World of Tomorrow.

There are Cruisers, Destroyers, and Frigates in the Fleets.

The Cruiser-class Airships (Designated as 'Vindicta'-class) are actually Dropships, designed to transport strike forces composed of any combination of Conventional UEA forces (ie Spec/Black Ops in other militaries), Avatars, and Knights. Their weapons capacity is mostly concentrated on long-range missile systems and short-ranged point defense turrets.

Destroyers ('Penetralis'-class) are designed as generic warships, making use of their bombardment capacities to suppress enemy positions and hold allied lines.

Frigates ('Celeris'-class) are speed-oriented, and rely on their maneuverability in the air to keep from going down. Weapons are not quite as effective as a Destroyer, but they are intended to escort Destroyers and Cruisers - lending their point-defense capacity to theirs - as well as perform Hit-and-Run strikes, making use of their singular main cannon to deal damage.

Listed below are members of this division that have made appearances:

  • Admiral Dominicus - Captain of the Unitas Rex Cruiser and commander of the assault fleet that includes his ship, the Sanctus Imperium Cruiser, Signum Ordinarius Cruiser, the Avengers of Libra Destroyer group, and the Wings of Order Frigate group.
  • Captain Amerius - Captain of the Order's Creed Destroyer, and leader of the Avengers of Libra Destroyer group, which include Righteous Fist and Vindicator of Light in addition to his own.
  • Captain Cleitus - Captain of the Wings of Order Frigate group (a total of 6 ships), with the Talon of Law his flagship. Specializes in speed-oriented tactics (Like Alexander the Great's lieutenant of the same name). Cares greatly for the crews under his command.


Knights of Unity (Omega Division)

The Knights are the most elite of the UEA's forces, given access to the powerful Dragoon series power armors, based on Heinlein's Power Armor concept in his novel Starship Troopers.

The power armor is quite agile, and is capable of repeated 'bouncing' across the battlefield in order to become a difficult target. Armaments often include a form of 'heavy' infantry cannon on the shoulder and a moderate rifle weapon held in the hands.

'Heavy' weapons may include a Heavy Bolter, a KillCannon-grade Beam Cannon, or an M61 Vulcan. (Armored-)Hand-held weaponry include the more generic Bolt Rifle, as well as various adapted military weapon systems such as the M134 Minigun.

They're based out of the 'Dreamland' facility, to stand as the Council's personal guard while in reserve.

Listed below are members of this division that have made appearances:

  • Lord Marneus Calgar - Master of the Knights of Unity - Sound large-scale tactician and skilled Power Armor operator. A cool head devoted to the cause.

Makes use of a pair of powered gauntlets, matched with underslung 'Bolter' cannons.

  • Lord Marius Aurelius - Champion of the UEA - Exemplary Power Armor soldier and respectable small-scale tactician. Not quite as controlled as his comrade, Marneus. Comparable to his ancestor of Roman times.

Wields only the Imperium Vindicta Gladius, an extremely massive sword made of a metal substance that is stronger than any material known on Earth.

  • Battalion = 3 Companies = 180 Knights

Avatars of Unity (Sigma Division)

The Avatars are named as such due to the fact that they pilot the impressive 'Kaiser' series small-scale Mecha (Similar in size to Labors and Heavy Gears). A fairly recent development, the Kaisers have become extremely versatile war platforms, with the capacity to be field-refitted between three chassis variants, each with their own strengths and weaknesses.

These include the 'Jager', the 'Schneider', and the 'Panzer'.

The Jager variant is designed solely for speed, and carry a minimal of weapon systems in exchange for the impressive verniers on their backs. The arms, therefore, are the only places for weaponry. This usually involves any combination of Blade weapon and Pistol, or a form of Rifle held in both hands. Shoulders often mount a type of booster/maneuvering thruster system to increase overall agility.

The Panzer is a heavy-weapons platform, designed to carry heavy artillery onto the battlefield (and take the punishment of such weaponry), in particular large-bore howitzers, MLRS racks, and even KillTrunk-grade Beam Artillery Cannons (Nicknamed Maximus Cannons) - all backmounted - while the 'wrists' of the Panzers can carry weaponry such as M61 Vulcans or 'Gabriel' KillCannon-grade Beam Cannons. The Panzer also has minor weapon mounts on their shoulders, usually for the mounting of secondary missile systems.

A few Panzers have been known to carry a full 'Gatling' loadout, complete with a pair of GAU-8/A 'Avenger' Gatling Cannons articulated on its back mounts, and M61 Vulcans underslung on each arm. Another rare sight is a Panzer with a 'photon axe' weapon for brutal melee combat.

The Schneider variant is designed for adaptability and balance, taking the middleground between the speedy Jager and the tough and deadly Panzer; Moderate speed, a decent 'treaded' dash mode of movement that offers quite a flexibility in engagement, and the capacity to carry moderate armamanets on its arms and back, with a similar shoulder-mount capacity to the Panzer. The armament usually involves back-mounted 'Gabriel' Beam Cannons, with the arms carrying anything from 'Halberd' wrist-mounted energy blades, a single 'Gabriel' Beam Rifle held by both hands, or a combination of 'Labor Pistol' weaponry.

Schneiders are often nicknamed 'Rubeo Magus', after Red Mage, the master of Min-Max.

The Avatars work out of the 'Abydos' base, located underneath the sands of North Africa.

  • Lord Sigmund Klein

Master of the Avatars of Unity - Skilled Mecha pilot. Grudge against Mackay due to his superior performance in tests, and the insistence of the Council to reclaim him.

He pilots a prototype Kaiser-Jager capable of speeds and maneuvering exceeding that of the old Jagers, and equipped with a powerful, one-handed Beam Rifle (the Karasawa) and Beam Saber (the Moonlight).

Psi-Corps (Psi Division)

Not one of the best-known divisions, the Psi-Corps is secretive and evasive when it comes to public exposure. However, they are perhaps the most powerful, due to the ability of their members to control the elements with their minds... Pyrokinetics, Cryokinetics, Aerokinetics, and Geokinetics are all studied and practiced by members gifted with the individual powers. No single Psionic has ever been known to have more than one of the four fields of elemental psionics, and it is suspected that it is not possible for there to be one.

In addition to the elemental specialists, there are other, more unique mental 'skills' among the ranks of the Psi-Corps. The division has quite a well-rounded and varied force at it's disposal.

They are based out of the isolated 'Perun' base, located under Siberia.

Force size: 3 rough Battalions. (At most 4950 Psionics, more likely about 4500). 'Psi-Corps' Battalions are often mixed with 'conventional' and 'specialized' Battalions while in the field.


Listed below are members of this division that have made appearances:

  • Lord Bester - Master of the Psi-Corps - Based on a B5 character. Powerful Psionic, whose specialty is a mystery... However, it is a specialty that is truly powerful.
  • Lord 'Corvus' - A seemingly very important member of the Psi-Corps. Apparently the Psi-Corps leader raised him as his son, but it is unknown who his real parents are. He is currently assigned as the UEA's commanding officer in the MegaTokyo Theatre. His specialty is apparently air and lightning, but is unique in that the energy released has a definitively darker/purpler hue...

Calm and level-headed, he seems to know alot of what is going on. He has some sort of connection and interest in Mackay.

Currently serves as the liason with the corporate organization 'MMI' led by Marcus DeHeart (Lazyass's 'villain' character).

  • Andrea Freize - A ranking member of the Psi-Corps. She was raised by Psi-Corps, and its ideals and beliefs are nearly all she knows. As such, she is cold, distant, and methodical. Her specialty is in the area of ice, cold, and water.

Her contact with Spectre Merc leader Michael Garibaldi seems to be changing that, however...

She still works with the Spectres to help gain more information for the UEA on the city, as well as supposedly working with the Instigators to garner their co-operation in the mutual goal of the Clans' destruction.

She seems to act as a second in command for the MegaTokyo Theatre.

  • Charles "Maddog" Embers - A member of the Psi-Corps. His status in the UEA seems to be more as a shock troop than any sort of officer, like most Psi-Corps operatives seem to act as. He's far more energetic and, well, 'passionate' than any of the other known Psi-Corps members. He specializes in working with fire, heat, and any form of heated matter.

He was trained by the same people as Mackay (The Order of Psion Monks) in the use of his abilities, and knew him at the Monastery. However, he eventually turned his back on the ideals that governed Psion Monks and had found his way into the UEA's ranks.

Currently serving as EDT liason, and loyal 'lieutenant' of Erden.

He seems to be little more than a specialized foot soldier in the MegaTokyo Theatre.

  • Flynn Taggart - A member of the Psi-Corps. He seems to command more respect than Charlie, but less than Andrea. His specialty is Geokinetics, which allows him to work with gravitic force and control solid matter.

A level-headed individual who values his allies greatly. He has worked with Charles Embers in the past, and is good friends with him. When off-duty, he seems to enjoy finding a decent bar, accompanied by Charlie, and having a few rounds.

Charlie called him in to help reinforce EDT's forces.


Each of these Psionic operatives are considered the best in their field, no matter how the UEA officially ranks them in the organization. Their presence, together, in MegaTokyo makes for an interesting, and often effective, team.
